3. Queen Elizabeth II
The United Kingdom is one of the countries that condemned Russia the most for its decision to invade Ukraine. They restricted all Russian flights and private jets that are chartered by Russians.
In addition to that, they imposed a limit regarding how much money Russians can deposit at the banks in the UK, and so many other things.
Besides all these restrictions, at the beginning of the war, Queen Elizabeth II made a very generous but confidential donation to Ukraine.
