The continued presence of Russian troops
It was bad enough for Ukraine losing Crimea, but when pro-Russian militia began to attack, it was something completely different. Of course, Putin denied they were Russian military forces. It was horrible, cities were bombed, and multiple cities and regions splintered off from Ukraine and held referendums on rejoining Russia.
